D1 licence use cases

Who Needs a D1 Licence?

D1 is most commonly needed by people who drive minibuses or passenger vehicles with more seats than a standard car route normally covers. The exact answer depends on seats, vehicle size, passengers, payment, permits, employer requirements and whether you are driving professionally.

The main D1 audiences

Most learners come to D1 because a job or organisation needs them to drive a minibus. That includes paid passenger work, employer-led transport and voluntary or community passenger transport.

The licence route is especially important where the vehicle carries 9 or more passenger seats and is being used beyond casual private driving.

Professional and organised passenger transport

Airport transfer drivers, taxi operators with larger vehicles, schools, colleges, care homes, charities, sports clubs and shuttle providers all need to understand the D1 route properly.

Some journeys also raise extra questions about Driver CPC, private hire licensing, PSV operator licensing or minibus permits, so the safest route is to explain your intended use when enquiring.

  • Private hire minibuses and airport runs
  • School, college and SEN transport
  • Care home and healthcare passenger transport
  • Community, charity and voluntary transport
  • Event, hotel, workplace and sports club shuttles

Who this is for

  • Taxi and airport transfer drivers with 9+ passenger seat vehicles
  • School and SEN transport staff

  • Event, hotel and workplace shuttle drivers

What training focuses on

  • Matching your intended use to the right licence route
  • Preparing for the PCV starter process

FAQs

Frequently asked questions

Do taxi drivers need D1 for airport runs?

If the vehicle is a larger passenger vehicle with 9 to 16 passenger seats, D1 can be relevant. Taxi and private hire licensing rules can also apply, so check the vehicle, licence category and local authority requirements.

Do schools always need D1 drivers?

Schools should check the vehicle seats, use, driver entitlement, insurance and permit or operator requirements. Many education transport roles ask for D1 because minibuses exceed normal car-use assumptions.

Can charities use volunteer minibus drivers?

Some non-commercial organisations may use permit routes, but the rules are specific. Check official guidance and explain the use case when enquiring about training.
